The Council of the European Union is an institution which exercises legislative and decision-making powers. At the same time, it is the forum in which the representatives of the Governments of the 15 Member States can assert their interests and try to reach compromises. The Council ensures general coordination of the activities of the European Community, the main objective of which is the establishment of an internal market, i.e. an area without internal frontiers guaranteeing four freedoms of movement - for goods, persons, services and capital - to which should soon be added a single currency. In addition, the Council is responsible for intergovernmental cooperation, in common foreign and security policy (CFSP) and in the areas of justice and home affairs (JHA), including for example matters of immigration and asylum, combating terrorism and drugs and judicial cooperation. La directive EUCD (European Union Copyright Directive) est la Directive européenne sur le droit d’auteur dans la société de l’information (Directive 2001/29/EC), entérinée en mai 2001 par les instances de l’Union européenne. Il s’agit d’une législation sur le copyright des éditions numériques en application des traités internationaux de l’OMPI (Organisation mondiale de la propriété intellectuelle) signés en 1996 en vue du contrôle de la gestion des droits numériques (DRM: digital rights management). En français, la directive EUCD s’intitule très précisément "Directive 2001/29/EC du Parlement européen et du Conseil sur l’harmonisation de certains aspects du droit d’auteur et des droits voisins dans la société de l’information". Elle fait suite à une autre directive de février 1993 qui visait à harmoniser les législations des différents pays en matière de protection du droit d’auteur (Directive 93/98/EEC). La directive EUCD entre peu à peu en vigueur dans tous les pays de l’Union européenne, avec la mise en place de législations nationales. Le but officiel étant de renforcer le respect du droit d’auteur sur l’internet, et de contrer ainsi le piratage. En France, par exemple, la loi DADVSI (droit d’auteur et droits voisins dans la société de l’information) est promulguée en août 2006, ce qui n’est pas sans susciter de nombreux remous. Le correspondant américain de la directive EUCD est le DMCA (Digital Millennium Copyright Act), entériné par les Etats-Unis en octobre 1998. -

(adj Lepéniste)Born 1928.Founder and long-time leader of the right-wing Front National (FN) (National Front) party. In his youth, le Pen was involved with a number of extreme right-wing youth movements, and enjoyed a reputation as a brawler. A lawyer by training, le Pen served with the Foreign Legion in Algeria during the war for Algerian independence. He was first elected to the French parliament in 1956, at the age of 28, on a right-wing populist ticket. In 1972, his rise to national prominence began after he created the National Front party. Campaigning on an anti-immigration and anti-European Union platform, the FN picked up seats in municipal, regional, parliamentary and European elections. Le Pen himself was elected to the European parliament in 1984; then in 1986 he was re-elected to the French National Assembly, along with 33 other FN deputies, when proportional representation was (briefly) introduced into the election process. Since 1994, he has always been reelected to the European Parliament.Le Pen's most remarkable achievement, however, was in 2002, when, as a candidate in the Presidential election, he scored 16.86% of the vote, becoming one of the two candidates to go through to the second round - where he lost heavily to Jacques Chirac..During his turbulent life, Le Pen has had a number of run-ins with the law, including the following examples and several more. In 1971 he was found guilty of "apologies for war crimes". In 1987 he received the first of several condemnations for inciting racial hatred. Fondée en 1967, l’OMPI (Organisation mondiale de la propriété intellectuelle) est l’une des 16 agences spécialisées des Nations Unies. Basée à Genève (Suisse), elle compte 179 états membres. L’OMPI a pour vocation de promouvoir la diffusion et la protection des oeuvres de l’esprit en défendant la notion de propriété intellectuelle, qui se présente elle-même sous deux aspects: la propriété industrielle et le droit d’auteur. L’Organisation doit administrer 23 traités internationaux relatifs à différents aspects de la protection de la propriété intellectuelle. Deux traités internationaux signés en 1996 visent à contrôler la gestion des droits numériques (DRM: digital rights management) dans le but de renforcer le respect du droit d’auteur sur l’internet, et de contrer ainsi le piratage.
